West Coast Swing vs Ballroom/Latin?

The other night I overheard people talking about the similarities between various dances. One person said that West Coast was similar to ballroom/latin. Now unfortunately I do not know much West Coast to consider the accuracy of this statement. What do you guys think?

I would say that it is in one regard; WCS can be danced to much of the same music as for Cha-Cha and so can ECS.
