It appears that all three couples are doing couple of same syallbus steps in the beginning. Not excatly in the same order, but close enough. Were they asked to do this? Or am I mistaken about the steps?

My guess is that this was a requirement at the comp in question. When I was in Denmark post Blackpool a few years ago I recall Clauss and Victoria needing to figure out what some obscure syllabus material should look like before they flew off to a comp in Japan the next day, so its probably the same evenet.

I have the DVD for the Japan Open in Latin. The comp order was Samba/Cha Cha/Rumba/Paso/Jive. The finals in C/R/P/J were just like any other comp, where all the couples got on the floor and performed their routines. For the Samba, they did not perform their routines and were instead called one by one to perform a predetermined sequence of syllabus steps . . . so everyone had to do the same steps, and technique became much more important over other things such as styling and presentation.
