If you by Latin dancing mean salsa, there are always some 2–3 nights a week when it's possible to dance in a club. Usually they play mostly salsa, but also merengue, chachachá, bachata, bolero and what not. Last weekend they even played a danzon at a place called café Kaisa. Most people dance Cuban style salsa in Helsinki, although there's a growing LA-style community.

Regarding the precise events I'd rather refer you to www.salsa.fi (in Finnish), since these clubs are quite turbulent right now and what I write now will probably be outdated in only some month's time. I also try to maintain a equivalent page as that Finnish one at salsapower.com, but that's also outdated now.

If you're looking for Latin dance schools there are numerous options.

I only know about Cuban dance schools. I did a quick google search and found this Latin dance school: blueandwhite.sporttisaitti.com (no www before). I guess there are other options as well.
