McArtor,
I don't live in Seattle, but have made several visits there and have gone out dancing to the WDC, Orion, and the WCS dances at the Masonic Lodge, China Harbor, Kirkland Dance Center. My last visit was this past August.
There are many great WCS follows there; I think I would just try going to the dances and see if there is someone who would like to work with you. I believe some of the studios have bulletin boards where you can post a request.
Best of Luck and Welcome to the Forums. :D

My suggestion would be to track down Jim Minty (http://www.nwdanceconnection.com/). If there are followers in that part of the world who are looking for partners, I would expect him to know.
It's often also worth checking with the the other WSDC Instructors (http://www.swingdancecouncil.com/ActiveServerPages/DanceInstructors.asp) in your area.

I know of a few people who also found partners by going to local dance studios and putting something up (with their permission, of course). You'd be surprised at how many WCS people also dabble in hustle, East coast swing, etc.
