I will meet a friend from an East European country in England and try one of her dresses and buy it if it fits. I think it will be nice if I pay her right on the spot. Of course I will not have her country currencies. What is the best way to pay in this scenario?

There's something called an International Money Order you can get. Try googling for it, I'm not sure if it's a post office thing or what.

Bring enough cash with you and exchange it to GBP, and pay her in GBP?

Or Euros. Basically anything stable that will be easy for her to convert to her native currency. I would just ask her to give you the price in Euros or Pounds, first, as the Dollar is dropping by the day.

You can buy IMOs at your local US PO.
Don't categorically rule out paying her in greenbacks. The US dollar, while low right now, still carries a lot of clout in some places.

Most stable currencies are Kuwaiti Dinar and the Oman Dinar, as they're two of only currencies acctually tied to gold (or oil, can't remember) standard anymore. Most countries use fiat currency not tied to anything. But yeah, I'd probably go with euro for best widespread compatability, for lack of a better word.

I've had this happen to me once, not for a dress but the item doesn't matter. Somone brought me something back, a small item, and I said, just give me the price in the currency you want and I will get that currency. I'm not ruining a friendship over an exchange rate.
Currency fluctuates so rapidly, in the course of a day it can change so many times, that asking the price in a certain currency and letting the "seller" fix the price to me would be the best way to deal with it.

Yeah, but escrow in what currency?

I meant escrow as opposed to money order. I don't have any input on what currency to use.
