Costuming Rule Change for Kids?

So the NDCA has adopted the stricter rules for kids' costumes at pro/am comps as well as am? Am I reading that (http://www.ndca.org/news.cfm?showsection=news&fuseaction=view&article_id=105&cfid=15111545&cftoken=56837002) right? Because if so, that's great! On one hand...

Looks like they're adopting the USADance age levels too (for amateurs only, of course). The costuming rules may be the USADance rules as well—didn't bother to parse them carefully but they look similar.
