No, unfortunately, we are not traveling there. My brother and his lady are flying there mid-January. I am hoping they could bring fabric for D's next dress.
Are there any stores thare that
1. Are easy to find and reach
2. Reasonably priced
3. Carry lycra/spandex and/or stretch velvet?
We are dealing with IDSF approved dress for Jun1E, so the fabric needs to be very basic. Thank you in advance for any directions either here or privately. :)

Not in Orlando, so just some general suggestions:
A fabric chain store that is found in many USA cities is JoAnn Fabric and Crafts. They do have stores in Orlando and have an on-line site www joann.com. They do carry stretch fabrics, for dance and swimsuit construction, and I did see stretch velvet on their website.
Someone from Orlando may have insight to other fabric sources.
Shops selling sewing machine often carry fabrics as well. They can be pricey, but often if they carry fabric they have speciality fabrics you can't find elsewhere. These stores typically refer to theirselves as "sewing centers". And lastly, every Walmart I've ever been in has a crafts and fabric section with inexpensive fabric selection, as well.
The selection in JoAnn Fabric is pretty limited. They have special section for dance and swimming wear fabrics, carry some spandex and poly-lycra, prices – usually 9 - 15 dollars per yard. Colors are very basic, power net – usually black and white only. I’ve ended going to New York (garment district) - much bigger/better/cheaper selection there, and buying online. Specialty fabrics are beautiful and unique, but often contain beads, sequins, rhinestones etc., and might not be suitable for the juvenile/youth costumes in Europe as far as I know. You might get better luck in Europe – in terms of buying fabric for your daughter’s dress...

The Sewing Studio Maitland Florida adjacent to Orlando and has beautiful silks, organzas, chiffons and an entire section of costume fabrics like lycra, mesh, and stretch lace. They also have a nice assortment of appliques and feathers. Not difficult to find or get to. Google it for more info.
