Towards the end of the clip, it looks like they doing a "spotlite " dance... when the music stopped , whomever was in the "spotlite " got a small prize.. free entry, a record etc.

This practice, in public ballrooms, was carried into the 40s, then gradually disappeared..

I don't quite understand - the couple that was going to win the prize does a spotlite first? Or the prize is awarded to whoever happens to be dancing when the music stops (a la musical chairs).

No.. when the music stops, the lite will be on someone.. they are the winner..
