It proposes to give this name to a certain way of dancing. So, you have found where the expression "estilo del centro" comes from. Congrats.
Meh, I thought that it had been invented by teacher Daniel Lapadula when advertising for his classes, the same way as Mrs Miller invented "estilo milonguero".

Another source that concurs with the article and the distinction between "milonguero" & "salon" styles is this vid of a 2006 interview with Facundo & Kely Posadas. (In Spanish).

I've had other Argentines (teachers) say pretty much the same things that the article does in explaining the difference between the way tango was danced in the neighborhoods, and the downtown small & crowded confiterias that were part of the "singles scene".
