Word by word translation of an announcement from Germany (1913)

Public Notice
The so-called
Wiggl- and Shuffle Dances

und the Tango Dance are forbidden by the police.
Contraventions were prosecuted according to § 360,11 of the Royal Criminal Code and are sentenced with 150 Reichsmark or by six weeks of prison.

OK, well, I gues I shouldn't have clicked on close tabs, because I just lost a bunch of text. (I HATE that.)
We'll see when and if I have the heart to redo it.

Those lyrics are from this song, written by Geraldine Coker. Alvadean was her daughter.

Alvadean was 17 at the time, and part of the musical family from Bakersfield, Calif known as the Coker Family, or the Cokers.

Alvadean and her brother "Sandy" (real name Alvis) appeared on the Town Hall Party dance/tv show in Compton, Calif. (source German Wikipedia!)

Shuffle is often associated with African American dance, although I think it could be just a lazy type of step.

Wiggle is more in the line of African Amercian venacular movement with roots in Africa. It has surfaced in the main stream throughout the 20th century, it seems.

The 1913 versions were probably part of the Animal Dances of the Ragtime Era, based on the 1913 date.
