Welcome to df cicero741!! Unfortunately I don't really know that move, or don't recognize that name, but I'm sure that someone will come along who does.

Welcome cicero741 :D
I know a Cuban “short, long half turn”, but there you need the partner connection. :?
Can you give us some more details, then someone might recognise something. So far I have learned the same thing can have many different names.

The move involves stepping to the left, and turning the shoulders in that direction, bringing the left foot to the middle then stepping to the right, followed by a counterclockwise half turn, repeat of the previous steps including the half turn then reconnecting with the partner in the forward basic. I just don't know what feet to move on what beat, as this all happens in 16 counts (two eights).

So you are talking about leader making half turn, followed by follow half turn, leader half turn, follower half turn...two counts of eight, then reconnecting on the first 4 beats of the next musical phrase of 8 beats?
