I'm new on these boards and it's been like a dream of mine to learn the heel toe in some way would be easy isntead of like put your hands at 11:30 and all of that

What's the heel-toe?

Is it a figure? An aspect of standard/modern technique?

no not really like an irish dance but like they had it on Missy Elliots video for gossip folks and breathe stretch shake video... It's like a hip hop thing I guess.

There's a heel-toe salsa shine that's pretty hip. It's about the feet, not the arms, though...

As regards heal toe heal there are infinite variations of how to do this.

e.g starting from a forward and back....
On 1 - left leg forward with heal down
On 2 - left leg forward with toe down
On 3 - left leg forward with heal down
On 4 - pause
On 5 - left leg forward with whole foot down
On 6 - right foot down
On 7 - bring left leg back to feet together position
On 8 - pause

Even though I have never seen that video. I believe that I know what step you are referring to. Even though the salsa version is similar, I have been familiar with this step throuhg dancing reggae a few years before I started dancing salsa.
I will do my best to give you a visual picture of how to do this step. It does not matter what foot you start with.
The cadence for this step is: 'heel-toe-step' and your weight shifts from foot to foot on each part of this step.
HEEL
If you were starting with your left foot, you would start on your left heel - foot angled out at a 45 degree angle and toes pointed up, while the right foot remains flat on the floor. Your weight should be on the left heel at this point.
TOE
Next, you are going to shift your weight on to the ball of your right foot.
STEP
Then, you are going to shift the weight back to the left foot, stepping flat.

You are going to repeat this same sequence, starting with your right foot and continue back to the left foot. Continually repeating this sequence will help you to get the basic movements for this step. Once you have the order of the sequense down pat I would like you to quicken the pace at which you do the step, keeping proper form.
NEXT PART
Once you are competent at doing this back and forth successively, while keeping your balance, at a quick pace;I want you to say to yourself:
Heel-Toe-Step-AND-Heel-Toe-Step-AND...
To get the motion of the AND, you are going to use the same foot that lands on the STEP part of this sequence and go from stepping flatly to being on the ball of that same foot . It is as if you are doing a calf raise (exercise terminology) or trying to stand on your tippy toes.

Now practice that, till the AND is fully incorporated into the sequence. Once that is done, you are almost finished - DON'T GIVE UP YET!!!!
For the final step, you are going to change the AND to a slight hop. The hop serves to assist you in shifting the weight from foot to foot for the proper speed of this step.
When you reach to this point, it should look somewhat like what you have seen in the videos.
