Interesting; I checked dancevision and it's one of the few songs they have as "unknown" on that particular dance tape. Odd.

I was looking for that very same song. My dance teacher says it's named "Shingaling" but he doesn't know the artist. He also says that it's on the newest Latin dance compilation.

For those who might still be wondering: the song is "Shing a tin tin" by Tito Puente, and it is available on several of his CDs, e.g. "Carnival" and "El Rey".
