 What many people who don't live here all the time don't realize is that every day is marketed as a sale day. Yes, it used to be that there were a couple of big ones--but now sales go on all the time, particularly since the ubiquity of the computer has made everyone's schedules way more flexible.
There are still always sales around holidays, because the stores can be sure that everyone has the day off--and Americans love to shop.
Sales are never a waste of time. Near the middle or end of winter is a good time to buy winter things, just like sales later in the summer are good times to buy summer things. You sometimes have to be careful to make sure what you buy will still be wearable (fashion-wise) the following year. It seems some of the classic styles rarely go on sale.
It always helps if you can shop in the middle of a day in a work week. At these times, there are fewer customers, and I'm guessing that's why you can find sales going on during the days. Far from being a waste of time, it seems to me that sales events are the only times you can really pay a reasonable amount for something. I generally won't buy it unless it's been marked down by 40% or more.
I always keep my eye open for new vests, shirts, slacks, that I can wear to dance!
