Having watched it again--and the whole video this time, not just the 0:43 bit--I'm not convinced they were actually dancing to that song, which would account for why the dancing doesn't seem to fit the music very nicely. It's hard to tell, though, because of the editing...there were plenty of times where I'd have liked to have seen the pre- and post- [something] to see how it flowed, but it cut away to some other shot.
Regarding the initial move in question, and the turnout in her right leg/foot in particular, it looks to me like she is being turned out in that direction by the lead, in preparation for the next step. It doesn't look to me like it's turnout just as a function of poor/strange technique. It looks to me like he's closing up that angle with his right arm, and turning her out a bit. Which, again, leads me to conclude that what we're seeing is her following what is lead.
Now...the question of liking or not what he's leading...that's a different issue.
