Apparently it's the 16th - 19th September 2010 - so that's a week after the Mayor's festival, so I guess the two are definitely separated now.

Preparations for the festival are well under way to ensure that the capital enjoys another truly international celebration of tango music and dance.
River Tango 2010 - London International Tango Festival promises to be bigger and better than ever – 4 days of star performances, cutting-edge workshops led by top international tango maestros, live music and of course, two days of free dancing into the night on London’s vibrant riverside, at the National Theatre on Saturday 18th & Sunday 19th September featuring beginners lessons, tango demonstrations and concerts.
In 2009 visitors and tangueros from more than 20 different countries travelled to the capital to take part in this four-day tango celebration.
River Tango 2010 - London International Tango Festival will also feature performances from renowned DJs from Buenos Aires mixing classic tango tunes with the most recent music trends from Argentina, plus an astounding ensemble of over 10 musicians, as well as top international bands playing traditional and electronic tango.
