I think you are referring to "Tango Buenos Aires"?

In Germany yes, the first letter of a noun is capitalized. Maybe "frank sinatra singing nice n easy" would get you a bad mark in any country because the sentence has no verb, but for instance, using a sentence from the OP,
"Just saw this today... coming to Portland and other cities in the US."
in Germany would be written (that is, with a German translation of course)
"Just saw this today... coming to Portland and other Cities in the US."
while here we capitalize only the first word of a sentence, and the names of people, countries and so on:
"Just saw this today... coming to Portland and other cities in the US."
but not
"Just Saw This today... Coming To Portland And Other Cities In The US."
