I think it's just a quirk of cumbia being popular in Argentina. I don't remember multiple latin songs being played as a tanda anywhere except in BA. Usually the DJs that turn cortinas into a full length dance track if people are dancing them are Argentinian.

I also don't believe it is mainstream or what most dancers want. It's a solution for the older age group (where gender imbalance is highest), queer tango (where role stereotypes don't exist) and teachers (for obvious commercial reasons)
