'Down' word in Technique

Hi everyone

Can anyone explain why the IDTA Technique Book uses the word 'Down' in rise and fall?

I thought it was because you would be going backwards as Toe Heel, but have now realised it is used going forward as well.

Any help would be greatly appreciated.
 
You write elsewhere that you are an amateur dancer who is learning to teach dance. The answer lies in the text: have you read it? Rise and fall applies equally to Waltz, Quickstep and Foxtrot.
