Dress ... Can anyone recommend WHERE to get or WHO to make it?

Maybe try looking in vintage clothing shops for a similar jacket and having a skirt made? If you find a jacket you like but want it black, you can always have a tailor use it as a pattern.
 
It wouldn't be terribly difficult to have something like that made by a good seamstress ... and if it's not stoned would be considerably less than your average stoned comp gown :)

Or, if you're thinking you may be able to do it yourself, there are a ton of vintage-reissue patterns out there at the moment. (Or you could find a pattern to give your sewist a starting point.)

I wish I could say it would not be difficult. BUT the only ballroom dressmaker here in Baltimore, is no longer doing this. :( and yep scouring the net for patterens or something. sigh ....
 
This doesn't look like something that would have to be done by a "ballroom" dressmaker.

Try taking pics of what you like to a normal tailor - it's a jacket and skirt, yes? Not a ballgown?

You are right ... but I need someone familiar with the ballroom clothing because this is going to be used in a showcase ... (materials I guess ...?) Anyway ... still looking though! :D
 
There's no magic to ballroom clothing...it's just made out of stretchy material, like any bathing suit or ice skating costume or piece of work-out wear out there. The magic is in just being able create a design, cut it, and sew it properly -- but that is true of ANY piece of clothing, stretchy or not, for dancing or not. So few people know how to sew these days that it seems like some massively huge mystery, but it's really not. If someone can make a bathing suit or a leotard, they can teach themselves how to make a ballgown. (TIP: START SIMPLE!)
