IMO the performers can survive only if the crowd appreciates their dance so their freedom is actually quite limited.
I have never seen a crowd not appreciate a performance. The usual performance format when milonga is stopped is 3 dances. Then the crowd keeps on clapping until the performers return and dance the fourth. It all is like a farce. There are times I don't know why the crowd is clapping for the fourth dance.
There are very few performances that I like.
We have had a few leaders (non-performers) with this style at milongas for maybe two years - it is not just a spice here and there, but the whole tandas are like this.
Are they copy cats ?

No. I have not seen it. In my not so humble opinion most present day Tango dancers suck at dancing milongas. I will say only very few in the ronda are dancing to milonga during a tanda. The rest seem to be dancing tango.
It is utterly delightful if you find a follower who can dance to milonga tanda.
