The voleo happens when the follower has a high amount of dissociation (stored energy), which is released with an impulse given by the lead. The dissociation can be created by the follower's pivot, the lead stepping around the follower, or some combination of the two. When the follower has a lot of dissociation from a pivot (a), the lead needs only a tiny step around the follower to create the voleo impulse. When the follower is not pivoting much, or at all (b), the lead can still create a boleo, but makes up the lack of dissociation with a large step around the follower.
Both can create a nice feeling voleo, but I think (a) is easier to lead, and can be led on a larger variety of follows.
