Hip Circles in Cha Cha and Rumba - from Geoffrey Hearn's book

Does anyone have any idea whatsoever what is a "hip circle." ... it is a move that follows a sit line

In Geoffrey Hearn's "A Technique of Advanced Latin-American Figures:"

p.41 for Rumba a follow to "overturned slow curl from fan position to runaway and check to lady's sit line" a follow is "HIP CIRCLES to end in Open position into telespin"

p131 for Cha Cha a follow to "backward swivel basic with hip twist actions to tandem sit line" is "Hip Circles then 6-10 Spiral" or "Hip Circle & Lady's Three Step Turn LRL into running zigzag from open position."

I don't see this step in ISTD or WDSF manuals or anyone online.

If anyone can describe the man's and lady's steps here (and/or provide a video), it would be appreciated.
