6. DEFINITION OF A COUPLE
a. A couple is defined in the traditional Ballroom Genre and in all dance genres included championships, competitions, and events sanctioned by the National Dance Council of America Inc. as a leader and follower without regard to the sex or gender of the dancer. This rule applies to all classifications of dancers, professional, amateur, pro/am student competitors, student/student, and mixed amateur.

Probably just because they didn’t have an OCD proofreader (like me) to make sure all the written rules were internally consistent.

Opps I need OCD too, meant “ladies & gentlemen” not “men & women”…there’s a difference? But wait, so, since there are no rules for transgenders/drags perhaps, “ladies & gentlemen” are being discriminated against, and perhaps gender inspections are required to prove discrimination law? Tied to dress code & other rules? But then again, if gender really doesn’t matter “legally” & it's "neutral" by dance definition, & all that is needed as legal evidence is to prove the dancing style, “lead/follow”? I’d love to see a court exhibition of that? Closing arguments: “We have clearly demonstrated that although the plaintiff/defendant is a “gentlemen” we believe, but can dance like a “lady”, he/she should not be required to adhere to “ladies” rules (dress, etc), same for a transgender/drag that violates the rules "ladies & gents" have to follow. Clear as legal mud!! But I bet the courts will have a field day with it.

I seriously doubt you'll find an International Law/Code. It's probably written by an attorney that got paid to create a best defense if a motion was filed which is far from a "legally ruling" that would also require is this case most likely an evidentiary hearing which sanctioning bodies would fail miserable as I have demonstrated. .
