Progressive Twinkles

In the new NDCA rulebook American bronze syllabus figures it states

Progressive twinkles must finish by the sixth (6th) measure of music (18 beats) with the feet closed. (counting from when they are started)

In my waltz floor routine I've put in four measures of progressive twinkles that have a reverse turn to closed position at the end of the fourth measure, then do four measures of progressive twinkles with the leader going backward. Would this be permitted? We have eight measures of twinkles but return to a full closed position half-way through.
