Promenade Feather

in Alex Moore's Variations book, variation #1 for foxtrot is the "promenade feather."

Can someone give me the footwork for this step, particularly step #3

it seems to be T, then later on it says "a strong step, taken on the heel." If you use heel, it would be too much up and down I think to comfortably dance

Can anyone clarify it for me....

The Promenade Feather.
Very Easy. Advanced dancers can alter the expression.
1. R.F. forward, down L.O.D. Commence to turn Lady to P.P. S
2.3. Two steps forward. (L.F. R.F.-Lady R.F. L.F.) both moving
diag. to centre in P.P. .. . .. . . . . .. . (Toes) QQ
4.5.6. Turn Lady square and dance steps 2.3.4. of a Feather step,
djag. to centre QQS
Follow with a Reverse figure.
Notes.-Excellent expression can be given to this simple figure.
Rise and Hover on Step I. Take Step 2 on the Toes and then make
the 3rd step a strong step, taken on the Heel. Rise normally for the
following Feather Step. Rhythm is the same, SQQQQS.
