Does the foot come down on beats 3 and 7 and then you pause for a beat, or do you take a slower step so that the foot comes down on beats 4 and 8?

As a general rule the foot would come down on the 3 and 7 with body weight continuing to transfer across the 4 and 8.
 
With no embellishment, yes, the foot comes down on 3, hold 4, and later down on 7, hold 8. That said, there is a lot of styling that changes this up.
 
Absolutely another vote with SDS, that is a GREAT realization, and will make your life so much easier. AND allow you to have more fun and just dance, without stressing about the styling yet. :)
 
Thanks SDS and etp, that strengthens my resolve to stick to the basics even though a few in the class are already starting to add a bit of flair.
 
Stick to your basics in those classes, but don't be afraid to file the flair. Just file it away in your mind for later on down the road. I mentioned the bit about styling not to suggest you should do it right now, but so that when you're in a class and they have you doing kicks or hooks or some other fancy footwork that ends on 4, you have it in your head that it is a legitimate timing within that context.

Since I'm taking both Latin and ballroom, and this is my first time taking any sort of dance class, I've got to work hard just to stay above water for now.

As many have said, beginners want to learn intermediate material, intermediates want to learn advanced materials, and advanced dancers always want to work on their basics. Just like you don't want even the nicest house if it rests on a poorly laid foundation, so too with dance... ;)
