Spin Turn in Smooth Syllabus?

My question is whether the Natural Spin Turn (like in Standard) is considered a Bronze American syllabus step, even with its non-foot closures. Several sites on the net (mostly colleges sites) include it.

I have searched the forum and several said it has for some time been considered a Br/Am syllabus step...but I'd just like to make sure this hasn't changed. Is it still so??? (We compete USA Dance, of that makes any difference.)
