what do you need in order to tango....

Well, you can, but why would you want to?

dancing to Pugliese perhaps or other faster tangos..and sometimes the results are better.
I find that sometimes i can have a fantastic milonga with an experienced dancer in jive or salsa but they go to pieces in a tango.

Dancers that are not used to the pauses in tango have a difficult time with it. I particularly notice this in new male dancers who just bounce on every beat.

Yup. And I had to be told in no uncertain terms as a raw recruit that I was not to place a step unless the man had led it.

There are no "shines" like in salsa. Who knows, maybe it will come with years. At the end of a soltada maybe the follower could take a lil sequence of independent steps, just before coming back into the abrazo.
