Cheapest flights into dubai are Jazeera airways, but unlikely to find them on most travel sites, if memory serves. So if you can find cheap flight from one of regular carriers to one of airports jazeera services (best bets would be istanbul followed by Alexandria, I'd guess), then transfer over, the jazeera flights are REALLY cheap. Not exactly sure details of how you might do that though.
